U.N. powers are moving closer to imposing sanctions on North Korea for the reported test -- which has not been independently confirmed -- after the United States proposed a Security Council resolution that rules out military force.

China and Russia, which both hold veto power on the Security Council, balked at some of the tough measures in an early version of the resolution, forcing a U.S. compromise draft. A vote is scheduled for Saturday.

Rice is also likely to travel to Moscow during her trip, said a U.S. official who said the State Department had not announced such a stop because it was not yet nailed down.
